Norwegian People’s Aid (NPA) has been involved in humanitarian mine action since 1992 and is one of the leading humanitarian demining organizations worldwide. NPA works closely with national authorities and other stakeholders on resolving the challenges faced by local communities caused by landmines and other explosive remnants of war.
In 2017, NPA will have more than 21 Mine Action Programs in the Balkans, Southern Africa, the Horn of Africa, Central Asia, South East Asia, and The Middle East. The NPA Humanitarian Disarmament program was started in Somalia at end of 2013, but NPA has a history in Somalia through its development program which reaches back to 1992.
Duties and responsibilities:
The Technical Field Manager advices and supports the Operations Manager on all aspects of field operations, including management of operations, information management and impact assessment. Direct supervision and control of all mine action operations and technical activities allocated to TFM is to include:
Ensure a functional operations room with technical and operational planning and reporting systems
Advice, support and capacity develop in the field and on-site the running of all assessment-, survey and clearance teams
Ensure that operations are conducted in accordance with overall strategies and plans, including donor plans, Standard Operational Procedures and International Mine Action Standards.
Ensure all teams retain operational accreditation at all times.
Together with Operations Manager, proactively provide support to- and assist national authorities in establishing and reviewing national mine action standards.
Plan and conduct training of teams in survey, impact assessment, clearance techniques and procedures in accordance with procedures and standards.
Plan and conduct technical and managerial continuation training of national staff to increase in operational management capacity.
Contribute to managing, supervising and coordinating all operational teams
Provide progress reports on technical, operational and administrative matters
Liaise with national authority, national and international clearance operators and other relevant stakeholders when relevant
Relevant technical education or equivalent qualifications.
Proven ability to develop and manage survey and clearance operations, including motivating and leading a team.
Track record of establishing and maintaining effective professional relations with relevant stakeholders, in particular national and international clearance operators.
Skills and experience in survey, land release and operational planning.
Good knowledge of IMAS, NTSG, survey and land release principles.
Hands on mine action experience with survey, EOD, BAC, manual, mechanical and/ or animal detection.
Good communications skills
Written and verbal proficiency in English
Place of service: Somalia with a significant working time in the field
