The objective of the OSCE Special Monitoring Mission to Ukraine (SMM) is to contribute, in close co-operation with OSCE institutions and other actors of the international community, to reducing tensions and fostering peace and stability in Ukraine, and ensuring the observance of OSCE principles and commitments, in particular with respect to minority rights throughout the country, thus establishing conditions for inclusive political dialogue aimed at achieving a sustainable transition respecting the territorial integrity and sovereignty of Ukraine.
Tasks and Responsibilities
Initial duration of appointment/assignment is until 31 March 2017, subject to a subsequent OSCE Permanent Council Decision to extend the mandate of the Mission. Confirmation of post grade is pending completion of classification review.
If applicable, deployment is subject to attendance to and successful completion of pre-deployment training and assessment.
Potential applicants should be aware that this is a non-family posting.
The selected candidate will be deployed in the Luhansk region.
Under the guidance and direction of the Chief of Mission Security and in consultation with the OSCE Secretariat Security Management, the Regional Security Officer will be responsible for:
Assisting the SMM Chief of Mission Security in ensuring the safety and security of the SMM personnel, premises and assets in the Luhansk region;
Guiding, assisting and advising the Security Officers assigned to the Monitoring Teams within his/her Area of Responsibility (AoR) on all security matters; ensuring that all SMM security policies are applied in his/her region;
Liaising and closely co-operating with other Regional Security Officers (RSO) from other regions on all security and operational issues;
Maintaining and updating security plans, contingency plans and procedures to cover all aspects of security for the Monitoring Team (MT); ensuring that plans for relocation and evacuation to safe havens are current and implementable;
Analysing security-related information, formulating regular Security Risk Assessment (SRA) in his/her respective AoR with the purpose of determining the security related threats and risks to the Mission personnel and property; suggesting proper mitigation measures when necessary;
Collecting analyses and disseminating security threat information as appropriate to address security matters; taking necessary steps to understand political, social, economic and other indications that may impact on the security situation in his/her AoR, as well as foreseeing future trends;
Establishing contacts with host government law enforcement agencies, other security players, international and nongovernmental organizations operating in his/her AoR; keeping effective liaison with them on all security-related matters in order to obtain the best possible protection for Mission staff and property;
Obtaining day-to-day security information from all possible sources and making security arrangements with all involved players to provide the maximum security for the MT patrol activities;
Conducting security surveys of residents and Mission premises, putting in place appropriate arrangements to secure them; ensuring that security and communications equipment are always in good state;
Dealing with primary investigations of accidents and incidents related to the security of the SMMU staff, premises, programs and assets in his/her region of responsibility; reporting to the MSO by established procedures;
Ensuring that mission members are kept informed on matters affecting their security and that appropriate arrangements are made for briefing of newly hired staff;
Conducting regular appropriate exercises (such as fire and evacuation drills, communication tests) to ensure staff preparedness for eventual emergencies;
Responding to security-related incidents in a timely and appropriate manner and ensuring that the appropriate level of confidentiality is maintained with regard to all security matters;
Performing other tasks as assigned.

Citizenship of an OSCE participating State, excluding the sole citizenship of Ukraine;
First-level university degree in a field related to security and safety matters or evidence of specialized training or proven experience in law enforcement, security and safety matters in a civilian or military environment;
A minimum of four years of professional experience in security management or international relations with focus on security management;
Excellent knowledge of security management, combined with solid background of military, police or security specialization;
Knowledge, understanding and ability to manage security challenges in conflict environment;
Substantial knowledge of the politico-military history and recent developments in the Mission area;
Professional fluency in English, as well as Ukrainian and/or Russian language(s);
Good organizational skills;
Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure; proven resilience to high stress environments;
Flexibility and ability to work under pressure and within limited timeframes as well as the ability to solve problems effectively and efficiently;
Cultural sensitivity and judgment;
Ability to operate Windows applications including word processing and email;
Prior experience of working in Eastern Europe and/or knowledge of the region is desirable;
Possession of a valid automobile driving license and ability to drive using manual transmission;
Possession of a valid automobile Class C driving license and ability to drive a 4×4 vehicle using manual transmission is desirable;
Demonstrated ability and willingness to work as a member of a team, with people of different cultural and religious backgrounds, different gender, and diverse political views while maintaining impartiality and objectivity.

Monthly remuneration subject to social security deductions is about USD 3,835 to which is added Board and Lodging Allowance (currently EUR 125 per day subject to change without prior notice). Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund.
Appointments are made at step 1 of the applicable OSCE salary scale.
