This position is located at Afghanistan.
The MOVCON Manager will work at the CATO Yard, HKIA Afghanistan Working conditions in Afghanistan are arduous and includes heat and dust, frequently involving much physical exertion and exposure to the elements and aircraft related hazards. FLS Operations will be of a 24 hour nature taking place both day and night and may include routine air travel.
Qualifications, Experience and Skills
Must be a US citizen
Must hold US SECRET clearance
Proven leadership experience in managing a US military aerial port operation
Must be experienced with load planning, resource planning and have experience in LOGFAS,
EVE, SMS, GDSS, ICODES, and IGC systems
Have a good understanding of aircraft weight and balance processes
Must be able to conduct OJT or be able to source external/internal resources to keep staff qualified and cross trained where required
Have knowledge of the current operating criteria of military/civil transport aircraft standard operating procedures and processes
Familiar with ICAO, IATA, FAA and military processes
Fluent in English to a minimum level of 3333 in accordance with STANAG 6001
Must be able to obtain and hold a KAF airfield driving licence
Be familiar with NATO, ICAO, STANAG and ISO terminology
Experience of working on operations in austere remote sites or in developing nations
Ex–military background at Senior Non-Commissioned Officer (SNCO) level or civilian equivalent
Core Responsibilities and Duties
The ATOC Manager is responsible for the day to day management of the ATOC staff in Kandahar Airfield to ensure the safe handling and turn round of all military and civil aircraft.
Provide recorded continual assessment for all KBR ATOC staff and report on performance to the FLS Manager.
Advise upon any formal training requirements and assist in the delivery and maintenance of training documentation and records in conjunction with the Deputy FLS Manager (DCM).
Ensure that all personnel are standard checked on a regular basis to ensure that continual recorded assessments are in place.
Act as the Subject Matter Expert (SME) in all issues relating to the ATOC.
Advise Base Operations Centre (BOC) staff on ATOC matters.
When required; check documentation prior to loading to ensure cargo with Special Handling Codes (SHCs), including Hazardous Material and Dangerous Goods, has been checked and cleared in accordance with the regulations and procedures designated in the Statement Of Work (SOW) and local FLS orders.
Assist when required in any special aircraft parking arrangements associated with handling flights with Dangerous Goods/HAZMAT is notified to the airfield operations authority in a timely manner to ensure parking is available prior to aircraft arrival.
Participate in the management of Health and Safety. In particular to ensure staff are following the rules for the safe loading and dispatch of transport aircraft.
Monitor working conditions for all staff.
