INFORMATION ON THE MISSION CONTEXT

Handicap International (HI) started its activities in Iraq in 1991 Since the offensives of the group Islamic State (IS) in 2014, Iraq has been facing an internal armed conflict and a double humanitarian crisis, with high numbers of Iraqi internally-displaced people (IDPs) and Syrian refugees in need of humanitarian assistance. In 2015 the ongoing armed clashes have caused further waves of displacement. In January 2016, there were 3,290,000 recorded IDPs and 245,000 Syrian refugees in Iraq.
Access to the displaced populations remains the main challenge. Most of the IDPs have settled out of the camps (both in urban and rural areas), are widely spread and move frequently among different host communities. In addition, Conventional Weapons (CWs) and Improvised Explosive Devices (IEDs) continue to impose a devastating human toll in Iraq. In contaminated areas, local populations, IDPs and returning populations are all at risk of death and injury. It is estimated that an average of 324 IED incidents occur on a monthly basis.
Kirkuk governorate is currently hosting around 380,000 IDPs; most of them have received little humanitarian assistance during 2014 and the first half of 2015, in part due to access and security concerns for humanitarian actors. The presence of active frontlines in the governorate is a major source of new displacements as well as of increased contamination with Conventional Weapons (CW) and Improvised Explosive Devices (IEDs).

HI has currently four offices in Iraq:
-Erbil coordination office -Kirkuk field office (covering Kirkuk governorate)- Mosul office (currently operating in remote from Erbil) -Khanaqin field office and Suleymaniyeh support office

In addition, HI is working in Baghdad through local partner. HI is currently working on the registration process with the Iraq federal government in Baghdad. HI is considering the possibility of opening a field office in Baghdad once the registration is completed.

HI’s strategy in Iraq for 2017-2019 includes 3 main components:

– Arms Risk Reduction
– Health
– Access to essential services

DESCRIPTION DE POSTE :

Under the direct supervision of the Field Coordinator, you will be responsible for:

 Ensuring that local legislation and Handicap International internal procedures for HR, Logistics and Finance is respected;
 Ensuring the respect of donor Administrative and Logistics guidelines (cash management, recruitment process, procurement management, stock management, asset management, fleet management);
 Negotiating and liaise with local and administrative authorities as well as with local suppliers by delegation of the FC;
 Maintaining and developing the administrative and logistic organisation and operating framework: administrative management, management of contracts, etc in collaboration with his coordination
 Administrative and logistic reporting to the coordination on monthly basis;
 Ensuring proper management of human resources: HR policy, recruitment, administrative management of staff, training management;
 Direct line management of Human resources, Finance and logistic staff;

PROFIL ATTENDU :

-Qualifications/training:
– BA or MA in Human Resources management, Finance management , Economics, Engineering
– Logistics and procurement management training

-Experiences (types of positions and length):
– At least 3 years’ experience in Human Resource and Finance management preferably
– Previous experience in Logistics, procurement and Security management in complex context

CONDITIONS :

• Starting date: 10/01/2018
• Length of the contract: 6 months
• Salary from 2250 € (gross) / month regarding the experience of the candidate
• Perdiem: 484 € (net)
• Hardship allowance: 500€ (net)
• Insurances: medical hearth coverage, retirement planning, repatriation
• Paid holiday: 25 days per year + R&R: 5 days every 3 months
• Status: unaccompanied position
• Housing: collective housing fully covered by Handicap International
