DanChurchAid (DCA) invites applications for an experienced Operations Manager to manage the operations of the Libyan Humanitarian Mine Action (HMA) programme. This is a non-family position based in Misrata, Libya.
The Libya HMA and Safer Communities program is a well funded program with a 6 year footprint in country. The activities range from HMA disciplins like battle area clearance and CMD spot tasks over risk education and capacity building of national staff to Safer Communities programs such as armed violence reduction and Psycho-social support.
A number of DCA’s Explosive Remnants of War (ERW) and landmine clearance programmes are facing a very different complexity of threat than previously seen. We therefore need the right person with proven qualifications and up to date competencies in all facets of EOD to join our programme —someone who wants an opportunity to put these skills into practice in conflict areas, where he/she can really make a difference.
The situation regarding post conflict clearance of Explosive Remnants of War (ERW) in Libya has changed substantially over the last few years. Communities now face the threat of ERW and highly sophisticated improvised explosive devices (IED) in their communities. These as well as the use of homemade explosives to manufacture mines and munitions and the generally unstable storage and security of ammunition store facilities all substantially increase the threat to the safety of villages and communities.
As the Operations Manager you report to the DCA Programme Manager directly. He/she will work in a potentially hostile and arduous environment, where there is a need to demonstrate a positive and self-motivated attitude. Conditions such as these require a level head, attention to detail, a willingness to develop and implement HMA projects that reflect community needs in innovative ways and a willingness to oversee and if needed help develop appropriate Standard Operational Procedures.

You must demonstrate the following competencies:
Strong Coordination, planning and management focus
Strong leadership and team building
Willingness to learn new skills
Flexibility and cultural awareness
Computer literacy essential including proficiency in excel, word, power point etc.
Fluency in English is a must and a working knowledge of Arabic is an advantage
You must have the following qualifications:
EOD level 3 or 3+ qualification is required (NATO standard or IMAS equivalent ) with certificates from organisations that can demonstrate compliance with those standards
Minimum 5 years International experience in Mine Action or equivalent recent (within the last two years) experience in military or police service dealing with mine action operations with civilian communities
Knowledge and experience of EOD/ERW clearance methodologies and implementation is essential. The successful applicant will need to show currency of competency in this area
Experience in protection/AVR and PSS project implementation is an advantage
As Operations Manager you will have the following overall responsibilities:
Operate in accordance with the country specific SOP & be prepared to develop appropriate SOP (under overall approval of DCA Head of Ops) if required
Provide technical oversight of relevant field operations of the components within the programme for which he/she is responsible, including training, safety and security, daily operational planning and implementation
Act as Focal point for Security and implement security plans and security training as required
Operate as a part of the senior management team
The direction and discipline of all operational staff including locally employed operational and administrative personnel under his/her control.
Stay informed and current on new techniques, manuals and devices relating to Humanitarian Mine Action
Implement quality management systems that support efficient and effective operations
Implement and report on Operations in a timely fashion
Develop Operational Plans for project proposals
Contract starting 1st of August 2017.
