Reports To: Site Lead
The Flight Safety Office will be responsible for maintaining flight safety on Herat Airfield. Develop, implement, and manage an incident/accident investigation program. Compiles, prepares, and distributes correspondence, such as aviation operations reports, aviation safety reports. Work closely with airfield users to establish local procedures that monitor and control the movement of personnel working in the airfield environment.
Essential Job Functions: (not limited to duties as described – performs related duties as requested)
Develop and implement and Incident/Accident investigation program. Outlining investigation procedures, recommendations, agreed corrective actions and follow-ups on the issued recommendations.
Along with the Airfield Manager, conducts daily pre-flight runway and airfield safety checks. (Will conduct regular runway inspections around noon and prior sunset when a second airfield inspection is conducted. Along the day, they monitor and inspect the remaining areas. Inspections are done as well as following works or occurrence with the potential to produce FOD.)
Develop and implement an incident prevention programs.
Develop and implement a BASH program, actual services currently provided by a separate NATO Contractor.
Develop and implement Safety Quality auditing and aircraft audit data base.
Produce and disseminate safety promotion letters, publications and conduct safety meetings. (A Safety Letter is produced monthly. A monthly safety meeting is conducted normally on the first Tuesday of the month. Ability to discuss the safety issues in a constructive way with no blame.)
Create and maintain contacts database for all safety departments of the airport users.
Educate Airside users on Flight Safety concept, doctrine, policy and culture.
Identify potential hazards and provide adequate recommendations.
Develop and implement Incident and accident investigation procedures, recommendations, agreed corrective actions and follow-ups on the issued recommendations.
Will assist the Airfield Manager to perform surveys for all Airfield development and installations.
Follow for the application of the ICAO standards and Recommended Practices.
Assist the Airfield Manager to develop and maintain inspection plans, flight plans, airfield parking plan, NOTAMS, process PPRs, PANS-OPS, Safety Management Plans etc. to meet all ICAO (e.g. Annex 15) requirements.
Develop and execute a robust training program for the future hand over.
Develop and maintain relevant emergency response plans to support contractor activities.
Participate in airfield meetings and exercises.
Support accident/safety reporting.
Support and comply with installation and international HAZMAT rules and standards.
Adapt schedules to support military operational objectives and be prepared to provide services outside normal working hours as necessary
Implement airfield safety procedures to ensure a safe operating environment for personnel and aircraft operation.
Level of Supervision:
Education & Experience: (or equivalent)
Prior experience as a Flight Safety Officer for at least 3 years is desired.
Airfield/Pilot management operations experience of at least 5 years.
Knowledge & Skills:
Must be fluent with flight planning/flight following, MOG scheduling, Prior Permission Requests (PPR), Parking plans, NOTAMs procedures, airfield inspections and checks to include airfield construction compliance.
Knowledgeable of airfield waiver, deviation and exemption process.
Must be able to assist the Airfield Manager (AFM) with airfield tasks as needed. (i.e., BASH, Airfield tours, and flight line drivers’ training)
Working knowledge of FAA, ICAO, STANAGs, AFI 13-204 Vol 1-3 and AFI 13-213 directives.
Must have experience using computer and automation systems.
Must be able to draft the following SOP:
SOP 205 – Air incident and Air Accident Alert plan
SOP 211 – Flight Line Safety and Driving Regulations
SOP 213 – Airfield Safety Management Office
SOP 214 – Rubber Removal Procedures
SOP 225 – Airfield Closure and Runway Operations Suspension
SOP 228 – Instrument Landing System Procedure (to be explained in detail).
