OVERVIEW OF THE POSITION
Iraq has witnessed tremendous violence involving Iraqi Security Forces (ISF), Kurdish Security Forces (KSF), various militia groups such as the Popular Militia Groups” (PMG’s) and the “Islamic State of Iraq and Syria” (ISIS). Indiscriminate attacks by all sides of the conflict have resulted in thousands of civilian casualties and unprecedented movement of the civilian population.
Additionally, widespread use of Improvised Explosive Devices (IED’s) by combatant groups is evident. Mine Action (MA) organisations, including National Authority (NA) Explosive Ordnance Disposal (EOD) and IED Defeat (IEDD) teams, supported by non-government organisations (NGOs) and contracted national and international teams are currently working to clear reoccupied areas of all explosive hazards and which include remnant IED’s.
Under the direct supervision of the Head of Training, the EOD/IEDD Instructor will be specifically responsible for the following duties and responsibilities:
Liaison with all relevant partners in regard to UNMAS related training outputs.
Oversee and coordinate the implementation, execution and completion of all training packages scheduled to be delivered to the Iraqi police.
Ensure close and effective interaction and co-ordination with senior Iraqi police management in regards to the 1st responder and EOD/IEDD training.
Organize regular coordination meetings with stake holders at the regional level in regards to the development of EOD/IEDD training for the Iraqi police.
Planning & Tasking:
Coordinate, facilitate and prioritize all first responder and EOD/IEDD training activities relating to the Iraqi police.
Produce and maintain weekly and monthly work plans and QA events in consultation and agreement with the Head of Training.
Follow up on QA visits and make necessary changes to the training program when and where required.
Monitor and analyse the existing level of capacity demonstrated by the students and make recommendations for developing future training courses.
Provide advice to the Head of Training on requirements for different tools and
assets which could play significant role in the improvement of performance and productivity of the students on completion of their formal training course.
Development of all 1st responder and EOD/IEDD training packages to meet the requirements of the agreed training plan.
Delivery of the relevant training and mentoring packages to the Iraqi police in accordance with the agreed training plan.
Conduct theoretical and practical exercises relevant to the course of training.
Conduct theoretical and practical assessments relevant to the course of training.
Provide individual feedback to each student regarding their performance in both the theoretical and practical assessments undertaken during the course.
Delivery of a structured mentoring program for Iraqi police officers upon completion of the relevant course of instruction.
Ensure that all course material and individual student records are correctly updated and maintained and that all relevant data is appropriately secured.
Provide advice, support and assistance in the development, maintenance, revision and updating of national EOD/IEDD training documents and SOP’s.
Assist national partners in the development their accreditation process for 1st responder and EOD/IEDD training and specifically assist in establishing and maintaining an accreditation process for IEDD teams once they graduate.
Assist the Head of Training in identifying and listing specialist equipment which would be required for the delivery of future EOD/IEDD training events.
Assist the Head of Training in identifying potential suppliers of specialist EOD/IEDD equipment and who may be able to bid on future UN contracts.
Assist the Head of Training in the completion of the required submission documents ahead of the procurement of specialist EOD/IEDD equipment.
Establish a training database to track the individual progress of each student.
Ensure the timely and qualitative capture of all training activity and ensure dissemination of such data to the relevant national and international partners.
Monitor daily reports received from the organisations operating within the training environment and convey such information to the Head of Training.
UNMAS has the responsibility for both the training and mentoring of the local IP so as to provide a sustainable IED response and defeat capability which is able to operate independently within their specified AOR. Once fully trained, the IP 1st responders will have the required skills to conduct the appropriate immediate actions, manage the incident scene and report details of the event through the relevant chain of command. The IP EOD/IEDD teams will have the necessary skills to identify the explosive threat, form a threat assessment and then conduct the appropriate render safe procedure to return the situation back to normal.
This role reports to the Senior Instructor and Head of Training.
This role does not have team management responsibility.
§ Bachelor’s degree in in a related field.
§ Minimum of 10 years of demonstrable relevant Mine Action experience and/or minimum of 3 years of demonstrable relevant Training experience.
§ Minimum of 5 years of experience in Middle East with local experience in Iraq would be an advantage.
§ Fluency in English is essential.

Must have a minimum of 10 years’ experience in the delivery of EOD/IEDD training courses, of which a minimum of 3 years’ must be in the delivery of similar material to law enforcement students within a high threat/non permissive environment.
Formal EOD training at a recognized institution.
Formal IEDD training at a recognized institution.
Formal teaching qualification (civilian or military).
Previous medical/trauma training (i.e. ETB) is desirable.
UNDSS basic and advanced security in the field training is desirable.
Must have experience in the delivery of similar training material through the use of a translator.
Experience of working within a UN mine action training environment is a necessity. Experience in peacekeeping operations is desirable. Thorough knowledge of /MAS, ISO, EOD/IEDD SOPs, technical and international humanitarian safety standards and the use and maintenance of specialist IEDD equipment (i.e. remotely operated vehicles) is required. Knowledge of the UN mine action policy and strategy and the gender guidelines for mine action programs is also desirable.
