Manages and performs ground based communications and electronics systems planning, system design, implementation, installation, radio frequency management operation, support and problem solving.
Ensures quality communications infrastructure design, deployment, optimization, training and operations are performed as directed or required in support of current and future program requirements.
Receives tasking from operations and works closely with other elements on the deployment, implementation, operation and maintenance or inspection of the following types of communication equipment or systems: HF, VHF, UHF and SHF voice and data communications equipment supporting inter-theater base communications and ground to air communications.
Uses special test equipment and procedures peculiar to each system to locate and isolate problems, defective units and interconnecting cables.
Formulates and develops the programs communication plan utilizing state of the art technology, investigates cases of frequency interference, electromagnetic spectrum difficulties and problems with propagation to determine the cause and cure.
Installs and operates communications equipment and systems; installs and operates antenna systems and related cabling; proficient in and the instruction of installation, operation, employment of FM, AM, HF, VHF, UHF and SHF radio communication systems to transmit and receive radio messages in voice and data; performs preventative maintenance checks; advises and supervises other on-site personnel in the installation and operation of communications equipment; develops comprehensive communications plans; researches and identifies new communications equipment.
Develops training plans and instructions; conducts training as required.
Document changes to site equipment configurations.
Writes proposals and supporting technical documents.
Coordinates with vendors. Manages communications staff interfaces with customers.
Reads, interprets and supplies information contained in operation plans, technical orders, maintenance directives, OEM recommendations and other technical data pertaining to ground based communication systems and components. Recommends reliable, efficient and supportable communications technology solutions.
Prepares projects for staff approval; this includes equipment and software purchases, costs, analysis, design, training and implementation planning.
Serves as technical expert for matters relating to introducing new or modified telecommunications systems. Represents the company in meetings and with vendors /service providers.
Keeps current in communications systems, emerging technologies, operations, communications procedures and practices. Trains employees as necessary, explaining or demonstrating accepted equipment operation methods and safety practices.

Knowledge & Skills
Must have thorough knowledge of communications theory, hardware, software and equipment used in the employment, operation and maintenance of ground based VHF, UHF, LOS, and SATCOM communications systems.
Prior experience with Motorola XTS 5000 radios is required. Knowledge of and experience with Harris AN/PRC 152 radios, Motorola APX series radios, Quantar repeaters, and GTR series repeaters is highly desired.
Knowledge and experience in the proper procedures for handling, storing, and issuing COMSEC keying material, encryption devices, and Controlled Cryptographic Items is desired.
General knowledge of cellular and satellite phone network operations and basic maintenance is preferred.
Strong organizational, project management, interpersonal and communications skills.
Proven ability to manage multiple tasks with competing priorities.
Excellent customer service skills in a high – pressure environment.
Must be able to interpret technical data.
Ability to work in the field under harsh and austere conditions.

Experience & Education
Ten (10) years of experience working with various communications systems.
Five (5) years of experience working with High Frequency equipment and procedures.
Prior military, including direct support to military operations and special operations experience and training.
High School Diploma or equivalent is required; College Degree in a technical field is preferred.
Certification from military or civilian communications schools, such as apprentice, journeyman, or senior-level CET certifications, FCC GROL licensing, Motorola or Harris subscriber academy schools, or military technical school/advanced individual training equivalents.
CMF 25 communications& information systems operations MOS series or other military/commercial equivalent (e.g. Army 25C, 25Q, 25S, 25U series MOS or Air Force 2E1X3 AFSC. Candidates with current or prior experience working for Motorola MSS shops, radio depot repair centers, or in any other RF field technician capacity will be considered).
Physical Requirements/Working Environment
Must be able to walk and stand on level and/or inclined surfaces for up to 5 hours per day and sit for up to 3 hours per day.
Must be able to climb stairs, ramps, ladders and work stands.
Must be able to crouch, crawl, grasp or handle objects, use finger dexterity, bend elbow/knee and reach above/below shoulders.
May be required to lift up to 35 pounds to height of 4 feet and be required to lift up to 35 pounds to height of 7 feet.
May be required to carry, push or pull up to 50 pounds.
May be required to see aircraft in flight, read dials/gauges. Identify small objects and hand tools.

May be required to operate power vehicles, machinery and hand tools, etc.
May be required to periodically climb towers or perform other types of aerial work with the aid of scissor lifts or boom lifts.

May be required to travel to and between remote location(s) in austere environments.
May be required to respond to a wide variety of operational circumstances, including extreme weather conditions and rudimentary infrastructure.

Travel to travel to and between CONUS and OCONUS location is required on regular basis
Extensive experience with the use of Communications System Analyzers (CSA’s), signal generators, multimeters, spectrum analyzers, and other types of RF analyzers is required.
Knowledge of the Radio Service Software (RSS), Customer Service Software (CSS), Astro 25 CPS, and APX series programming suites is desired.
Knowledge of the installation, maintenance, and tuning of duplexers and/or combiners is desired.
Prior experience working with Air Traffic Control systems, to include ground-to-air AM radios, tower operator positions, and recording devices is highly desired
Basic understanding of IP networking and database upkeep/management preferred.
Current tower climbing certification and experience is desired.
