As part of our activities in Afghanistan, we are looking for a Base logistician in Jalalabad
The Field logistician is responsible for overall logistics oversight of all projects implemented in the Eastern Region (Kunar and Nangarhar provinces) and for the management and efficient implementation of all policies and procedures in East Region. He is under direct supervision of the Eastern Area Coordinator and works under the technical/indirect supervision and in close collaboration with the Logistic Coordinator in Kabul.
Supply Chain: Coordinates supplies and deliveries for projects and for the bases. Guarantees that PUI’s procedures and logistical tools are in place and are respected
Logistic management:** Manages all other logistics responsibilities i.e. Properties, Fleet, Stock, Assets, ICT, Contracts
Coordination: Consolidate and communicate logistics information to Coordination Team and Field Teams
Logistics Strategy:** Continually review and lead on strategy for logistics together with Coordination Team and the Logistics Coordinator in particular.
Construction activities: Oversees the implementation of construction activities in the Eastern Region
1.ENSURING SUPPLY CHAIN FOLLOW-UP
As primary focal point between Logistics Coordination Team and Eastern region, s/he carries out the following:
Provide planning support and advice to services issing procurement request, process and manage the supply chain in accordance with PUI policies and procedures, in a transparent, accountable, efficient and cost effective manner.
Supervises the purchase process of the Eastern Region programs and ensures internal and donor procedures are respected. Ensures that all procurements are tracked and recorded to identify items that should be part of a pre-approved tender process, and ensure that open and free competition for procurements is adhered to.
Carry out surveys to ensure full knowledge of local market availabilities and prices.
Ensure compliance with available budgets through the development of monthly procurement plans.
Oversight the delivery of programmegoods to intervention sites within scheduled time frame, planning adequate storage and reliable transportation.
Ensure appropriate strategy in place for supply chain including procurement plans, framework agreements and monitoring of budget follow ups.
Maintain a database of prices and suppliers for relevant purchase inherent to PUI operation in the Eastern Region
2. ENSURING LOGISTIC MANAGEMENT AND FOLLOW-UP
Ensure that all bases (offices and guesthouses) comply with PUI security and safety policies and are well managed to allow staff to live and work in secure environment.
Manage the fleet and follow up of vehicles, generators, rental contracts and fuel management according to PUI regulations through regular monitoring and inspection. Maintain regular trainings and follow-up of drivers.
Put in place mechanisms for the adequate storage of goods and equipment and implement a system of regular inventories
Record and follow up asset management for all facilities across the Eastern Region including field offices and project sites. Participate in the planification and follow-up of staff movements.
Focal point for Logistics operations in the Eastern Region.
Communicate Logistics information in a timely manner to coordination team, field teams
Writing internal reports concerning the logistics operations of Eastern Region
Ensures logistics coordination in the Eastern Region including visiting bases, checks, monitoring, training etc.
Coordinate with Field Base logisticians regarding their priorities and working practices and liaise with Project Managers and Field Coordinator regarding project priorities and needs
Ensure external coordination with logistics partners as necessary.
Participate in proposal development with Logistics inputs as necessary
4. GENERAL STRATEGY AND TEAM MANAGEMENT
Technical support for staff responsible for the management and tracking of all medical supplies and equipment including advice on storage/warehousing procedures that are secure, well-maintained, and meets health and safe working practice requirements.
Training for national logistics staff to implement and follow-up PUI procedures in order to improve their capacity to carry out their respective roles in accordance with organizational requirements.
Conduct a draft logistics assessment for inaccessible areas every six months to identify gaps, monitor systems and implementation of policies and suggest ways in which logistics procedures can be improved.
Make frequent site visits to where staff supervised by Logistics coordinator to ensure that the appropriate care and support is being offered. Ensure that staff supervised by Logistics coordinator are evaluated regularly, trained and/or mentored in a structured accountable manner, and written records of such are retained.
Prepare Job Descriptions and action plans for the organizational strategy and ensure logistics staff fulfill their responsibilities
Oversee the recruitment, selection and performance of logistics staff, as required.
Participates in the financial and administrative management of his/her area of work. Provide forecasts and ensures the logistics budget is spent wisely and on time
Preparation of logistics department for audits in regards to procurement, assets and all other areas
5. OVERSEE THE IMPLEMENTATION OF CONSTRUCTION ACTIVITIES IN EASTERN REGION.
Supervise local engineer to ensure design, implementation and monitoring are carried efficiently in accordance to standards and PUI procedures.
Support the monitoring sub-contractors to ensure guidelines are maintained of the construction and rehabilitation projects.
Meets financial objectives by forecasting requirements, scheduling expenditures, initiating corrective actions and overseeing the accounting, costing and billing.
Reporting Coordination team and project managers on monthly basis with ongoing projects, future plans.

Training and Experiences :
Bac +2 to +5 in logistics (purchases, transport etc) required
Bioforce training desirable
Min. 2 years Logistics international experience in humanitarian sector required
General management experience required
Experience in a similar field desirable
Experience in security management and insecure environments desirable
Experience of remote management desirable
Knowledge and skills :
Strong knowledge of procurement and supply chain in humanitarian contexts required
Proven management experience and organizational skills required
Specific experience in medical supply chain desirable
Technical skills in mechanics desirable
Office programmes required
French and Dari/Pashto desirableQualité du candidat

Proposed Terms :
EMPLOYED with a fixed-term contract – six month (renewable)

MONTHLY GROSS INCOME: from 1 815 up to 2 145 Euros depending on the experience in International Solidarity + 50 Euros per semester seniority with PUI
