Summary:The Airfield Safety Specialist is responsible for the application of HKIA Aviation Safety Programme ensuring the readiness of the airport to support NATO missions and operate commercial air traffic.
Essential Job Functions: (not limited to duties as described – performs related duties as requested)
Monitors Kabul Airport Safety Management System;
Conducts hazard identification, risk assessment and mitigation;
Produces safety recommendations;
Maintains safety databases and records;
Conducts trend analysis on safety occurrences;
Conducts inspections of the movement and maneuvering areas;
Conducts safety studies and surveys;
Monitors implementation of safety directives and procedures;
Monitors required airport maintenance works;
Monitors contractors’ activities on the movement area;
Responds to Emergencies as part of the Accident Alert Plan;
Responds to flight safety related issues;
Monitors the Snow and Ice Control Plan;
Determines temporary airport operations suspension for safety reasons;
Provides airside driving training and certification;
Represents HKIA ASMO on Meetings and Working Groups, as directed;
Produces assessments on the impact of constructions within the airport;
Prepares and disseminates safety information;
Conducts Flight Line Driving Exams;
Provide mentoring to the Airport Safety Office staff.
Level of Supervision:No supervision responsibilities.

Work is conducted within the confines of Hamid Karzai Int’l Airport – Kabul – Afghanistan.
The post requires communicating with people from different backgrounds (language; profession; education; religion) as well as with higher levels of HKIA Chain of Command and Afghan authorities.
The work schedule is 60 hours/week with possibility of occasional shift work.
Must be able to work under inclement weather conditions (Heat – Cold – Dust/Sand Storm).
The post holder might be exposed to aircraft engine noise.
Security Clearance:DoD and NATO Secret security clearance required.

Knowledge & Skills:
English Language Level 4 as a minimum.
Good communication skills (written and oral).
Working knowledge of ICAO Standards and Recommended Practices.
Working Knowledge of ICAO Safety Management Manual (Doc 9859).
Working knowledge of ICAO Annex 14 – Aerodromes.
Working knowledge of ICAO Airport Services (Doc 9137).
Working Knowledge of ICAO Airport Design (Doc 9157).
Basic Knowledge of NATO’s organizational structure and mission in Afghanistan.
Working knowledge of MS Office applications.
Must possess analytical skills and provide recommendations in short timeframes.
Must be able to work under stressful and comply with short deadlines.
Education & Experience:
At least 5 years of experience in aviation as Aircrew, Air Traffic Controller or Airport Operations/Airfield Management.
Higher secondary education or higher.
Vocational training in aviation field (Aircrew; Air Traffic Controller; Airport Operations/Airfield Management.
Aviation Safety Courses by recognized national or international organization.
Safety Management System Course by recognized national or international organization.
License & Certifications:
Driver License Class C (US) or type B (EU) required.
