The Safety and Logistics Officer is a member of team in Syria, reporting to the Regional Program Safety Manager. The purpose of the position is to monitor the overall security situation, manage security regulations and provide sound and timely advice to staff and management in order to support the safe and efficient delivery of program activities in the designated area of project implementation.
The Safety and Logistics Officer:
Keeps NEF informed of any changes in the administrative procedures that can impact NEF’s operations or projects;
Monitors the evolving situation in the area of NEF’s projects in coordination with other organizations as per regional, country and program guidelines;
Facilitates access and operations through the provision of dependable advice to staff and managers and consultants;
Acts as the local focal point for safety co-ordination and information sharing between the relevant stakeholders within the area of operations;
Collects, verifies, analyzes and reports information that affects, or may affect, NEF operations;
Establishes a network of contacts and coordinates with NEF Regional Safety Manager;
Tracks incidents and safety developments and provide timely trend/pattern analysis at a national and regional level to HQ;
Conducts regular Security Risk Assessments (SRAs) as per NEF policy;
Identifies indicators and key decision points, and link them to the SRA and security phases;
Assist in training on security procedures as required for program staff;
Prepares and submits safety reports and trend analyses as required;
Provides advice on program development and implementation, including on evaluation of risk and mitigating measures within program activities.
SAFETY RISK MANAGEMENT
Assists with the implementation of global and regional program safety policies, protocols and procedures related to the safe implementation of program activities;
Supervises the implementation of physical and asset protection protocols and regulations;
Ensures that appropriate access controls are in place for all NEF facilities
Advises, assists and controls the procurement of safety equipment
Conducts regular site assessments and advise on mitigation measures
Assist in the management of safety incidents and crises, provide timely and accurate incident reports and analysis, and support organizational lessons learned
Experience required: 2 to 3 years of experience working with NGOs, other international agencies or multinational business; proven ability to prioritize tasks and meet deadlines; geographical and administrative knowledge excellent communication skills; strong information technology skills. Fluent in written and spoken English and Arabic. Management and/or supervisory experience.
Training or experience in crisis management.
Training in safety, fire and evacuation procedures.
Training in safety and disaster management.
Experience negotiating access for humanitarian or other agencies and ability to work effectively within complex regulatory environments.
